Is the second link supposed to make the whole situation look somehow better? Because it really doesn't.

Is reincarnation remotely compatible with Jewish belief? Or is this supposed to be something other than reincarnation?

From available evidence, that lawyer 20 years ago may have had the right of it.
Even the judge denying that he pronounced a death sentence against a dog is admitting that he told kids to throw stones at it because it was possessed.

Well, look, the dog was bothering people. What exactly did you expect to happen?
You get the dog stoned, give it some Doritos, put on some Arrested Development - dog ain't going to be bothering no one.
....Wait, wait. What?

I had the same thought, but apparently there are some Jewish sects that believe in reincarnation.

Yes! Reincarnation is extremely compatible with Jewish belief. It's way beyond "some Jewish sects" believing in reincarnation. Though not universally accepted, it's rather mainstream and pretty much axiomatic for those who take Kabbalah seriously.
