I actually find overproduced, unfunny viral advertising to be more depressing than any of those things. I almost wish the video really had some eliminationist rhetoric in it -- at least then it would have been interesting.

It is also poking fun at itself with the tag line: The classy mobile app for civilized people and the Irish (Paddy Power being an Irish company).
It's kind of an odd irony though - I suspect many of the people who spend a lot of money gambling are not extremely wealthy old ladies who dress well.

I think the word "chav" has now evolved away from social class. At least I am in the habit of naming anybody who gets drunk in public a chav, even if they're wearing Burberry. But I am not English and I might have misappropriated the term for whenever I need to refer to anything in bad taste.
Having said that, Paddy Power seems to make a point of commissioning terrible ads to get the public outrage going.
