Dilma Rousseff's Political Future and the World Cup

Dilma Rousseff is the current president of Brazil and the first woman to hold the office. She faces re-election in October this year. While by the end of her first year in office she held higher approval ratings than any of her directly elected predecessors (59%), by early June of 2014 her approval rating had fallen to its lowest point (33%) since she assumed office in January 2011. A major contributor to this decline in approval ratings has been the country's hosting of the World Cup, plagued by cost overruns and accidents during hasty infrastructure construction. Estimated to have cost the country between $11 and $14 billion, the World Cup sparked protests up to the opening game (previously). Stadium construction was carried out in 12 instead of the required 8 cities, resulting in white elephants projects in Brasília and Manaus. Brazil's crushing 7-1 loss to Germany in the World Cup semifinals generated speculation about its impact on Dilma Rousseff's political future. While some sports moments are attributed to have changed the course of national politics and identity, how the World Cup loss will affect Dilma Rousseff's re-election chances remains murky.

Eight people died during construction of those stadiums. Leading up to WC10 in South Africa there was one death, for WC06 there was luckily none.

call me a half-full type but I can't help but see that 7-1 loss as a positive for Brazil. Because the potential is there for maturation. A nation gets to look at itself in the mirror and wonder what the f*** it's doing mourning over a lost game when it's got all manner of real problems and challenges that need attention. In other words, the football humiliation could be an Emperor's New Clothes moment with the corruption, indulgence, incompetence of those running the nation suddenly becoming very visible to all, and thus ... CHANGE.

It was not as if Argentina had not had a long time to prepare for hosting the World Cup. They had been awarded the hosting rights to the 1978 event in 1964 at FIFA's Tokyo congress. But by the time of Peron's death little had been achieved beyond deciding that the country would somehow find the money for three completely new stadiums in cities with minuscule football teams - Mendoza, Mar del Plata and Cordoba; facelifts for other stadiums in Rosario and Buenos Aires; and a major upgrade of air, road and telecommunications links throughout the country. Money was meant to be coming in from the recently established football pools, but somehow it never quite managed to arrive. [...] FIFA's visits to review the preparations verged on the farcical; one trip to a park in Mendoza that would be cleared for a stadium that was not yet designed and no visit at all to Mar del Plata owing to transport problems. [After the military coup in 1976,] a harsh economic programme was introduced, slashing public spending and restraining inflation at the cost of widespread industrial recession and unemployment. Nonetheless, money was found to execute the preparations for the World Cup. The roads, airports and stadiums were built or rebuilt, and Argentina acquired colour television though the World Cup itself would only be seen in colour outside the country. The total cost of the spectacular remains uncertain but it was at least $700 million - considerably more than was spent in Spain four years later and far more than was prudently available from the Argentinian national budget. Opposition to the Mundial at home and abroad was brushed aside.
Nothing ever changes, it just gets more expensive.

for WC06 there was luckily none.

I think luck had very little to do with it, and the prevalence of already existing top class stadiums and worker protection laws in Germany had everything to do with it -- similar to the lack-of-people-dying to set up the London Olympics.

One of the logical positives for the US or UK hosting again is they already have plenty of top flight stadiums and plenty of transport links. The real factor against them is they also have very strong and strongly enforced anti-corruption laws, which makes it tougher for FIFA to payoff everybody it has to pay off to keep raking in the dough it does.

Eight people died during construction of those stadiums.

Which works out to less than a month's worth of World Cup construction deaths in Qatar. All for a cup that's seeming less and less likely to ever actually be held there.

Qatar 2022 is a massive crime, and so far as reflecting poorly on the host country, puts the inevitable cost overruns and loss to Germany, even as comprehensive a loss as Brazil's, very much in perspective. Though I'm not sure the Brazilian voters will have quite as much forbearance about the whole thing.

For all the graft and bad choices in Brazil, it's nothing compared to Qatar. The Guardian has been covering this for awhile, but to little improvement in working conditions. Workers are dying on the Qatar construction at a rate of one a day.

Qatar government admits almost 1,000 fatalities among migrants. Who would have thought a massive construction effort would have been a problem in a country with an abysmal human trafficking record.

The "Why Your World Cup Stadium Sucks" series on Deadspin is worth a read. Each stadium of the 2014 World Cup is rated along criteria such as number of workplace deaths and how corrupt it is.

Estádio Nacional de Brasilia, Brasília, where today's third place match between Brazil and the Netherlands is being played, is the most expensive stadium in Brazil, constructed with $900 million in public funds, where originally $300 million had been budgeted for its construction. Much of this overrun is attributed to graft and overbilling from the construction firm, which pocketed the difference.

Probably not, since it lowers their value if they're inconsistent.

Bribery is like any other form of capitalism: Premium product commands the best prices. Burning a client after they've paid you will be remembered by your client's peers.

I can't help but feel this indicates that in the 21st century FIFA and Olympic event locations are going to happen increasingly often at countries on the lower range of this chart, though.

Manaus doesn't have a league football team. They built a stadium for the World Cup. It cost $300 Milllion. It was used for *four* games.

Qatar will likely lose the 2022 WC. The pressure on FIFA is getting intense, not just from fans and observers but also their biggest sponsors. Sony, Adidas, Hyundai and others are calling for investigations into the awarding of the tournament to Qatar. The heat is a huge concern, enough that there have been proposals to play it in the winter. That's not happening because all of the major leagues are in full swing and they aren't going to be releasing hundreds of players to national teams.

The two top candidates for 2022 were said to be the US and Australia. I can't speak to how Australia's infrastructure is for holding the tournament but I would imagine it's pretty solid. The US is a turn-key option. We could host a World Cup on pretty short notice. 12 of the 20 largest stadiums in the world are in the US and we've got excellent transportation and other infrastructure. I can think of 10 stadiums just in the west coast states that would be able to host WC games.

I think the reason we're not hearing more from FIFA right now about reconsidering the 2022 host is because they've already got a World Cup tourney going on. They don't want to steal the media attention away from that. If they do indeed decide to re-vote 2022 it will be massive news in the soccer world. I think they will.

And according to the Estado de São Paulo newspaper, police were teargassing protesters who appeared to be heading towards the stadium. This was a group that broke away from the main group of protesters on Ave. Conde de Bonfim, about 2 km from the stadium. Police are subduing them "with violence."

I don't know how you implement a real concussion protocol given the limited substitutions in soccer. You can bench a guy for a bit in football or basketball, but if you want to test, you have to either sub off (and lose the guy regardless) or go down a man until you're sure.

About the only way I can see it working is to allow a 10 minute sub -- you sub the guy in, have an official and the doc look, if the clear him, allow him to undo. Not that I can see any way to abuse that!

And that should have been a red.

Resubbing during game time would slow down a game that's already facing a lot of slowdowns.

How about: A head injury that passes a concussion test is allowed to replace his sub in the next period without counting as a penalty. So, eg, if A is replaced by B in the first half, B can be replaced by A at the start of the second half and it does not count towards the team's three substitutions. If A is pulled out in the second half, he can play again in extra time.

People have been talking about expanding to 4 subs for a couple years now, ever since the bench was expanded to 7 players (obviously not a factor at the WC). I think it'll probably happen in the next six or seven years, maybe starting as one extra sub available only in extra time.

It's been a good game so far, about the standard I would expect. If it opens up just a little more in the second half, this could become a classic.

Well, aside from the Lineker gag ("football is a game in which 22 men chase a ball for 90 minutes, and in the end the Germans win"), Germany's pretty well known for their conditioning. They also had a walk of a second half in their last game, compared with Argentina's ET and penalties, and they have an extra day of rest. I think the needle probably moves in their direction.

I think probably the best team in the tournament won, although on the night it could really have gone either way and that's the best Argentina have played all tournament. This German side has been lighting up international competition since 2006; it is a win long in the making.

In case some of you Americans are up later, my Sounders play Portland later tonight. It's nowhere near World Cup quality soccer, but it is about as much hate and rivalry as exists in MLS. It should be pretty fun.

Okay. Late to the show. I can't stream soccer and comment at the same time and message with family and answer the phone, so.
Been reading most of all of this and it's been great. And also it's my birthday and Germany won and we had TWO bottles of bubbly in the fridge to celebrate. So. Yay everything and everybody!

Hi again, everyone. I'm happy about Germany's success because they have been trying to improve their team for over a decade and they turned their unattractive football of 2002 into successive teams that played well and, in the end, found the success they deserved. Well done, Germany, and well done Argentina for almost making it and for scaring many people in Germany.

It was great chatting with Mefites during the cup and you should all watch the Basketball World Cup too next month!

Incidentally, I'm also moving, but I can't help voting #1 quidnunc kid for Prime Mover. Good luck, tqk.

Don't miss the Zonal Marking post; it's a great read, and you can't argue with his "Conclusion": "Germany had more possession but Argentina had the best chances at 0-0. However, the most shocking statistic is that Argentina failed to manage a shot on target in 120 minutes [...]. Wasteful finishing cost Argentina." Yup.
