Teacher who can't show kids how to use a condom, shows how to use a sock

In Mississippi it is against the law to teach children how to use condoms in school. So a sex education teacher demonstrated how a sock should be used instead.
Sex education in Mississippi is supposed to only advocate abstinence until marriage. Mississippi has one of the highest pregnancy rates in the states. Is this strategy really working?
Many teenagers are biologically adults already. So the hormones and other bodily functions that stimulate the urge for sex are probably operating at its highest. How do you stop that? I'm probably preaching to the choir, but even if any of you agree that abstinence is the only STD and pregnancy prevention method that should be taught, I would love to read why.
I know that abstinence is the best way to prevent STD's and pregnancy, but why can't you provide an alternative for people who wont or simply can't stop the urge of having sex once they're body is physically able to do so?
