Would a giant Buddha statue in a major city lower the crime rate?

Chi Energy Can Help Save The World I read that Buddha statues can improve the flow of positive energy in the home. However, it is really fascinating that the ancient Leshan giant Buddha in China has saved thousands (perhaps millions) of lives. This is because after its construction in the 8th century ACE the river water below the statue was made calm. As a result, sailors can safely pass through. So why wouldn't this lower the crime rate in a major city? It's worth a try.
