Lord Cornbury,Governor of New York and New Jersey from 1701 to 1708. Spitzer has nothing on Lord Cornbury, Governor of New York and New Jersey from 1701 to 1708. Accused by some of corruption, as in misappropriating funds. Later historians characterize him as a "degenerate and pervert who is said to have spent half of his time dressed in women's clothes."

That's hilarious, but I think Spitzer takes the cake. By the way, if you go to the website for QAT Consulting Group (the money-laundering/front arm of Emperors Club VIP), it lists its rates for "marketing services" as the following: "The price ranges from $600-$3000 depending on complicity of the project." INDEED!
