Delta response to losing a dog - here's some vouchers

Delta loses an entire dog. Delta Airlines has lost a dog and thinks the answer is to refund the travel cost ... in vouchers. As if the owner is EVER going to fly Delta again.
Paco, a stray, was rescued and rehabilitated by Josiah and his girlfriend, in Mexico. They took him to the vet's, removed hundreds of ticks from his body, and got him up to date on shots. But when they tried to being him back to the USA, Delta Airlines staff "forgot" to load his carrier onto the airplane in Mexico City. After waiting for hours after the next flight arrived, Josiah was informed that Delta had lost his dog. Concerned that his dog may be dying, forgotten in a corner somewhere in Mexico City airport, Josiah contacted Delta. Their Answer? Offer to refund his $200 dog transportation charge. In Delta vouchers. Desperate, Josiah contacted Consumerist (heartbreaking puppy pictures inside). Delta responded by offering offering to reimburse him for all the costs he put into the dog and two additional $200 vouchers for future travel on their airline. No-one at Delta seems to get the point that they lost a DOG. Which they don't seem to be spending any energy in looking for.

I hope they find his pup, or at least determine that someone took the pup home and it is OK....

Their mealy-mouthed and ever-changing response makes me wonder if they're trying to cover their asses because the dog died or something. Ugh.

How do you lose a dog? Certainly he would have been found by now. Someone would go, "Oh look, there's a dog here. Where is he supposed to be?"
I'm with ifjuly on this one. I think the dog died during transport.

Their mealy-mouthed and ever-changing response makes me wonder if they're trying to cover their asses because the dog died or something.
At least if they admitted that the dog had died, the owner would have some closure. As it is, he's racing against the clock to locate the dog, in case it starves to death in its carrier. And Delta just seem to be treating it as a piece of lost luggage.

As ifjuly suggests, I presume they know perfectly well where the dog is, but would rather not acknowledge it.
And I find voucher refund policies repugnant in any case: you made my journey a living hell, and as compensation you offer me more of the same? Yeah, sure!

Also: I will never fly with my dogs after reading statistical losses, deaths and injuries on them (over a hundred deaths in five years!). I'll travel on ground. If I have to fly overseas, then I'll leave them with a very trusted family member.
