Forever 21 Staff Tackles and Chokes Deaf Shopper Suspected of Shoplifting

This is what happens when staff are not trained professionally to handle a suspected shoplifter. (SLYT)
The incident happened in front of the Forever 21 store located here.
According to the uploader:
"From what I saw that you guys can't, the deaf guy in the white shirt was apparently assuring the store with receipts for what he was carrying."
The other man in the video was choked until blue in the face. He was tapping out the entire time. His submission was ignored completely.
He could easily have died like Anthony Kyser, a 35-year-old barber who was "chased down an alley to be beaten and strangled to death by store employees" in Chicago. His crime? He allegedly stole crayons and toothpaste from CVS. According to the lawsuit filed by Anthony Kyser's father:
"The manager applied a "choke hold" around Kyser's neck and failed to release him despite pleas that he could not breath."

Who would have thought someone could make a horrible video more horrible. Those pop ups and commentary were annoying.
I'm hoping those guys get a nice cash settlement.

It is nice that this upstanding citizen took the time to plaster his watermark. I'm all for sousveillance, but this tastes more like opportunism than altruism.

Does the motivation of the person who took the video even really matter? Why do you care? This is clearly over the line in terms of the security team's reaction here.

This isn't a SLYT. SLYT posts have a single link, which is to youtube.
With regards to the content of the post, this certainly seems messed up, but it doesn't seem like a very good post for metafilter. It's all outrage and rubbernecking and "look at this beatdown" without much of a purpose outside of that. It leaves a bad taste in my mouth.
Also, what's up with the witness repeatedly referring to the security guard as "the Black guy" and "the Big Black dude" in the video description? It's weird and uncool.

So, hypothetically, if I witnessed this and was in possession of, say, a taser (let's assume tasers are legal to carry), and I walked over, loudly informed the guy applying the chokehold "You are applying potentially lethal force to this man, he's in danger, if you don't stop, I'll have no choice but to stop you", the guy didn't desist, and I proceeded to tase him in the face, what would be my legal situation?
Because I sure as shit am convinced I would morally be in the right.
If it helps, assume the existence of a video like the one in the FPP showing me doing this, and showing the guy turning purple, and other people also saying, like in the video, "He's turning purple!"

For some reason the google maps link is in japanese (I think). Furthermore, I don't like the tone it sets for the post: Poorly-trained jerks are everywhere, I don't see any good purpose served by pointing at the specific store in this manner.

Well I wouldn't know what "tapping out" is, but I do know the difference between struggling and stopping struggling. Maybe the deaf guy needs some more training too.

I was under the impression that security staffs' training was to do nothing, because the possible litigation of anyone injured would cost the store a lot more money than anything that could be stolen.
It's not a terrible topic but the presentation of that video is pretty bad.

He's, er, the only big black dude in the shot? What's weird about this? Are people not supposed to notice or identify physical characteristics? I don't think anybody stated or implied that the incident had anything to do with color. And one of the victims is referred to as "the hispanic guy," so... I don't know, probably not a good post for Metafilter, I agree, but let's not get so squeamish about race that it's 'weird' when we say somebody's big or black.

I'm not defending the security team. One can be against more than a single side at a time. I'm attacking the youtube user who branded this video for no other apparent reason than self-promotion and potentially selling the footage to news organizations.
