Ummm, why isn't this guy hiring a lawyer?

Police and emergency phone number telephone operators are no substitute for legal counsel. There are numerous times when police will say "there is nothing we can do" when in fact they are wrong.

The step-father seems ripe for potential involuntary committal as a threat to himself and others. The fact that some disagree is a matter for the courts to consider, not a show stopper. I'm a bit confused why the writer says nobody wills sign an affidavit when apparently he has knowledge of what is happening and certainly he'd sign such a document.
