The condition is known as Methemoglobinemia. A detailed medical/chemical definition can be found here. It is a form of anemia.
As well as rare cases of inherited methemoglobinemia, it can also be caused by nitrates in the water...a common pollutant in agricultural areas. "Blue Baby Syndrome", the name given to cases of infant methemoglobinemia are associated with exposure to nitrate in drinking water used to prepare infants' formula at concentrations greater than 20 parts per million (ppm).
It's a pretty scary condition, actually.
