Yeah, but they just wrapped the whole roll. If they'd really been dedicated, they would have unrolled it, wrapped the paper and then rolled it back up.

Thats what they did do! Or so I read here: Trerice and his friends unrolled the toilet paper in the bathroom, enveloped the bath tissue in aluminum foil and rolled it back up again.. found it at vbb

This is among the best pranks I've heard of but what an amazing pain in the ass it must have been to clean up.

Actually, I don't think there'd be any problems with static, as static electricity generally only builds up on non-conductors.

I wonder if this prank was inspired by the cover art from this album by the West Coast Pop Art Experimental Band. Derivative or not, I must still tip my hat to one of most crowning achievements in the history of prankdom. Salud!
