It sounds like Finnish babbling set to a repeating anime clip. I don't think it makes sense in any language.

from a cz site here are the lyrics:
The sound of a polka drifted from my neighbor'sposted by MonkeySaltedNuts at 10:48 PM on May 20, 2006
and set my feet a-tapping oh!
Ieva's mother had her eye on her daughter but
Ieva she managed to fool her, you know.
'Cause who's going to listen to mother saying no
when we're all busy dancing to and fro!
Ieva was smiling, the fiddle it was wailing
as people crowded round to wish her luck.
Everyone was hot but it didn't seem to bother
the handsome young man, the dashing buck.
'Cause who's going to mind a drop of sweat
when he's all busy dancing to and fro!
Ieva's mother she shut herself away
in her own quiet room to hum a hymn.
Leaving our hero to have a spot of fun
in a neighbor's house when the lights are dim.
'Cause what does it matter what the old folks say
when you're all busy dancing to and fro!
When the music stopped then the real fun began
and that's when the laddie fooled around.
When he took her home, when the dancing was over
her mother angrily waiting they found.
But I said to her, Ieva, now don't you weep
and we'll soon be dancing to and fro!
I said to her mother now stop that noise
or I won't be responsible for what I do.
If you go quietly and stay in your room
you won't get hurt while your daughter I woo.
'Cause this fine laddie is a wild sort of guy
when he's all busy dancing to and fro!
One thing I tell you is you won't trap me,
no, you won't find me an easy catch.
Travel to the east and travel to the west but
Ieva and I are going to make a match.
'Cause this fine laddie ain't the bashful sort
when he's all busy dancing to and fro.
Um. The music's OK. The image is stupid and boring.

Those are the lyrics to the complete song but the popular bit that's linked is just a looped 30 seconds of mostly sounds-like-Finnish-but-doesn't-mean-anything, kind of scat. The entire song is much nicer as it employs more variety in the vocal arrangement than you'd guess from the short clip.
This is one of the cases where some extra context in the post really would have been more welcome than just "loituma! Dit deedle dit boom bam!"
A lot of people probably first heard of Loituma via Northside's "cheaper than food" Nordic music samplers. The band page there will lead you to some other interesting stuff.
There are remixes out there, too.

Oh, MAN did I have some weird dreams last night. Was it the two hours of listening to this before bed? Was it that I ate nothing but cake all night before that? There's really no way to know, without scientific experimentation that could result in madness.

The original song is actually called Ieva's Polka (not Leva's Polka). The song is about girl called Ieva (or Eeva; Ieva is how the name is pronounced in eastern Finland).

(Disclaimer: I work with NorthSide)
Loituma's CD Things of Beauty is available direct from NorthSide, but not right now thru places such as amazon, or in mainstream record stores. NSD is re-releasing the CD in mid-July.
The new version will be enhanced with live video recorded at public TV studios in St. Paul MN, April 2000, the year Loituma appeared at the Nordic Roots Festival. Nordic Roots Festival 2006 lineup is now confirmed, with lots of Finns!

The antibacterial nature of mothers milk is well known in lactating circles. I have even seen mothers squeeze the milk into their infant's eyes to prevent/heal eye infection.
A sad issue, though, is how vulnerable lacatating women are to environmental toxins -- there are a large number of persistent pollutants (chemicals used in pesticides, metals or industrial chemicals) that tend to accumulate in the fatty breast milk. Some governments are taking action to monitor chemicals in breast milk. The US is not one of them.
The damage being done to nursing infants via toxins in breast milk could be considered a kind of 'state infanticide'.

boo_radley, thanks for the FP, I love Loituma's toe-tapping, fun, vital, joyous Ievan Polkka! It's definitely addicting. Reminded me vaguely of a revved up singing horses flash. It seems the lyrics have a naughty edge. Enjoyed the silly YouTube vids too, especially the group singing the song live. There's a dancing robot one. In the anime version "she spins the leek because she is telling her friend what she is planning to cook (usually something weird)."
In case anyone wants to sing along in Finnish.
