This looks like a stellar tool to enforce a belief in the American Way of Life!
By which I mean that if Americans had acted like Americans are supposed to act over the last decade or so, I would applaud this as a tool to be used against malfeasants. Unfortunately, in the current climate it just looks like a torture device writ large.
