I get the feeling you didn't look at all three posts. He concludes even before he's several paragraphs into the second one that this was almost certainly just an accident. The note is weird, but that doesn't sway the author, who still thinks it was an accident.

Mysterious deaths are perfectly acceptable for IAEA-affiliated weapons inspectors. Consider the 2009 death of Timothy Hampton, or (from the same link) the sad demise of an unnamed American who died that same year at the IAEA 'in strikingly similar circumstances, his body being found at the bottom of a stairwell'.

You could write all of this as a newspaper headline: "Was Pierre Noir Killed in a Cover-Up over Taiwan's Secret Weapons Programme?"... at which point Betteridge's Law would come into play.
