I suspect the comics are set in Fiji. The Fijian dollar is worth about 47 cents, so 35 cents US would work out to just shy of 75 cents FJD. Add the currency conversion fee and 79 cents would be right in the ballpark.

So that's my conclusion. These are ruler reviews, that have been re-imagined as taking place in Fiji.
