Who is eating my sunflowers?

My sunflowers. Something is eating them. I sprayed neem oil, as per the local garden supply clerk, but it's not helping. None of the other plants in the garden seem to be affected. How can I get rid of these wee beasties?

In case I can get this in before it is deleted in favor of Ask: is it possible you have stinkbugs? While some stinkbugs are predatory and keep down other insects, plenty do feed on leaves, and in fact we had an infestation of them when we had sunflowers in our garden a few years ago. The internet is divided on whether neem oil works on them, but given their own chemical weaponry, I wonder if it just wouldn't bother them.
