Bush hearts the Taliban. Awwwwww! Cute! On one side... Bush, Bin Laden, the Taliban. On the other side... the UN.
Sadly, the Bush administration is cozying up to the Taliban regime at a time when the United Nations, at U.S. insistence, imposes sanctions on Afghanistan because the Kabul government will not turn over Bin Laden.
This link was first posted on MeFi May 29, 2001 and again just two days after 9/11. However, I think it takes on new significance now that Bush has the gall to lecture the UN on their duty regarding terrorism and Bin Laden.

Does the issue of whether money changed hands in any way lessen the severity of this policy?

The Bush Administration pledged $43 million knowing full well the Taliban regime harbored Bin Laden and Al Qaeda. He did so in defiance of outgoing Clinton Adminstration briefings specifically outlining the lethality of Bin Laden and the threat of Al Qaeda and in defiance of US sanctions which the Clinton Administration had put into effect via an Executive Order dated 7/6/99 and in defiance of UN sanctions which went into effect 1/19/01.

So.

Did Bush call off the $43 million when the glare of negative publicity became too burdensome?

Perhaps.

But then... it's not like Cheney, Rumsfeld, and Bush Sr. were inexperienced when it comes to getting funds into the hands of covert "allies."

Did the Taliban ever receive that $43 million?
