nope, it ain't the camera, it's the eye. kind of like saying cezanne was adequate because of the brush he wielded when it fact it was his love of big foreheads and weird angles that got that mountainous rep.

it's not just the eye, it's the... erm. effort. ryan is engaging with his subjects in a way that many photographers/photobloggers don't. this isn't long lens crap.

It's the talent AND equipment. Being a photographer myself and having moved over the years from a cheaper digital to a Canon 10D (similar to the one linked to by three blind mice) I know you can't get the look this photographer got with any old point-and-shoot. Shallow depth of focus, low-noise, high-resolution, sharpness, contrast, saturation etc are only available with better equipment.
You use a painter as an example. It's not a fair comparison as photography is a medium which relies heavily on the advancement of technology from an image quality perspective. Nevertheless, painters are notorious equipment wonks. Check out the array of oils, watercolours, brushes, canvases etc. at your average art supply store.
A camera is a tool, and selected as a means to an end, just as a watercolour is chosen over an oil.
