"Prime Minister Jean Chrétien issued a pointed call to Chinese leaders to build an impartial judiciary that will provide fair trials to all citizens, regardless of their creed, gender or political views." China is of course famous for its treatment of political protesters and religious sects, not to mention the common
villager, endangered species,
and its own culture.
And don't forget Tibet.
We're too busy making them our most favoured trading partner to do anything that radical. Gotta make sure that we get more prison-labour socks and those happy Chinese keep sucking up the Kentucky Fried Chicken, doncha know!

That's a heck of a lot of links in that post. Of course the Chinese Communist Party has a lot of skeletons in it's closet.
