yhbc: you need more unicode fonts in order to see this, or zalgo stuff. Of course whether installing a bunch of international fonts is worth it in order to see silly font jokes is entirely your decision.

In order to see stuff beside boxes fulla numbers, you need not only Unicode support (which you probably have), but also a font that has a symbol for the codepoints in question. For this you have several options, probably the easiest being GNU Unifont: http://unifoundry.com/unifont.html
Ubuntu users: install the package "unifont".
Everyone else: download the .ttf file from the link above and drop it in your system's fonts folder.

I want to say I'm surprised XP doesn't have unicode support out of the box, but I'm really not. Have they gotten their head out of their rear for Win7 at least? I have yet to find a codepage without font support in OSX, which is UTF-8 everywhere (including the filesystem).

Is this one of those magic eye things? I've got no problem seeing the super-special hidden 3-D pictures in those, but this is baffling me.
I get the feeling that what I'm missing is something extraordinarily simple, and that I will be suitably embarrassed once someone explains it to me.

Mozilla broke teh internets with ff3.x. For some people clicking View> Character Encoding> Auto-Detect> Universal works and, for some of us (ok, me) it does nothing at all because they don't have the right fonts installed. It's annoying to look at, I preferred ??? instead.

They are little smiley faces.
If you mean, what purpose all the symbols serve (outside of abusing them to make emoticons), it's sort of a loaded question. It depends on the page they come from. Some of them are mathematical, scientific, or industry-specific symbols; some are copyedit markup; some are completely frivolous in the manner of wing-dings. Many thousands of them are from languages besides English -- both the alphabet and symbols specific to the culture, such as 卍 and 卐 -- so it's hard to give a clear answer. Arguably a lot of them are frivolous, but there's actually some politics involved with what gets added to the standard.
There's also custom codepages. If you are on OSX they have a whole set for Apple-specific stuff, like .
