Has anyone seen this hosting company before? They seem very cheap but I have no idea whether they are reliable.

The real trick here is the "250 MB transfer a month" -- if you run a site with fifty visitors a day (most weblogs) you'll run over that in your first month. Try Doteasy -- no PHP/CGI, etc, but unlimited transfer/POP accounts and all for only a $35 setup fee... I've been using them for months and am quite happy.

I host a site for a popular Mac freeware program at a host that offers "unlimited transfer." On the days after a new version is released, the traffic maxes a T1 for most of a day and trails off to normal over the next couple of weeks. (I know this from a friend who used to host it off his T1 until he basically couldn't serve anything from his sites because of all the traffic to mine.)

I have never been asked for additional fees for this site. My cost for this hosting is $10 a month...

As someone involved in web hosting I can say that anyone operating at an extremely cheap (less then $15 a month) really won't give you good service. I know people who have hosted off cable modems, put absurd number of people on one server and other atrocities. The basic fact is that bandwidth is expensive and virtually no one can get around that (unless you are a big provider like Verio). Plus factor in maintenance and security, paying $30 a month for web hosting will seem like a good deal. Like with anything you get what you pay for.

I will admit that this particular host does seem to throttle outgoing bandwidth to 32K per connection regardless of how much actual bandwidth you have. This strikes me as a not-entirely-suckular solution, as it only noticeable effect is on downloads of large files. Typical Web pages display adequately quickly.

pfft. i still think the best host i've ever dealt with is dycero, and if you ask nicely they'll send you pics of the CEO in a tigger costume stalking the local wildlife.*
