Looks like they're scraping tumblr blogs, taking all animated gifs of a post and using the tags of the post as tags for all gifs found in that post. Which is the reason you get totally unrelated tags on the gifs.
For instance. This gif is of Michael Cera as George Michael in Arrested Development, but that gif comes from this post which is tagged #once upon a time #ouat #gif #sad gif #frustrated gif #dead gif #big bang theory #big bang theory gif #sheldon gif #original #self #thoughs. So now that one gif gets all the tags of the post, even though all but "sad" have nothing to do with that gif.
So it's a very crude tagging system. I guess it's a start, but they'd need to improve on the tagging/searching somehow to make the site more useful.
