It gave off a distinct vibe of a stoned elephant.

I interpreted it as the other elephant getting concerned that the one with the blue streamer was getting too excited, and came over to calm down or to comfort.

Our cat Signy used to do this whenever I sang. She'd come into the room screaming, almost like "I'm here! Why are you crying, big two-foot? Stop crying!"
