New York State Attorney General Eric T. Schneiderman wrote an open letter to the FCC that stolen identities were being used to write fake comments in response to the FCC's request for public input. Data scientist Jeff Kao analyzed 22 million comments and found that millions promoting the repeal of net neutrality appear to have been faked.
"... the process the FCC has employed to consider potentially sweeping alterations to current net neutrality rules has been corrupted by the fraudulent use of Americans’ identities — and the FCC has been unwilling to assist my office in our efforts to investigate this unlawful activity" – Eric Schneiderman
