Oh, happy day! Just when thought the 2000 US Presidential Race was going to be a woebegone contest between Dull and Duller, the impish whackjob returns for yet another round of merry hi-jinks and paranoiac delusions presented as fact!
I think this draft Ross Perot effort has more to do with screwing Pat Buchanan than anything else. The few remaining non-Buchananites in that party don't want him to have the $12.5 million in matching funds due the Reform Party presidential candidate.
Personally, I hope the whackjob does run, if only to put the kibosh on Herr Buchanan. (I voted for Perot in 1992, much to my eternal shame.)

I suspect that even Perot is unlikely to wrest control of the party away from Buchanan at this point - Buchanan took over at a time when the party was weakened over its struggle to expel Jesse Ventura's supporters and I think Perot loyalists have fired all their ammunition, so to speak.

Actually, anything to keep Pat Buchanan out of the game is a good thing.
