Both China and India 'signed up' to Kyoto in 2002. Technically, they actually accepted it and approved it, which means more than signed up in terms of an international commitment. Signing up was about little more than making an agreement to look into it, the US signed up way back when but hasn't made any effort to actually ratify their position which is necessary to make their contribution meaningful legally. It remains in company with Croatia, Australia and Kazakhstan on the very short list of signatories who haven't done anything since.
