All your base is a www joke. It hasn't gotten (and will not get) to the point of "whoomp! there it is" or some other common phrase.
I once wrote out how (non-www) pop phrases progress - it was about 15 steps long, and something like this:
1. NYC
2. Other major cities
then, eventually
5. High schools
then after a while
8. Letterman
9. Leno
then after a long enough time
13. Your parents
14. T-Shirts on retired people
Or something like that.

If fratboys are "examples of outside-the-loop people" then I've heard reference. A couple of them were going on and on about the "coolest thing ever" the other day in the library. The guy who was explaining it wasn't exactly getting it all correct. It was sort of like an AYB game of Telephone gone horribly wrong.

"SEPTA announces plans to increase transportation fares. Ads feature GM Jack Leary as cyborg saying "all your base fare are belong to us."'
I saw this in print first, and almost fell off the subway platform laughing.
